No âmbito da efeméride do Centenário da Protecção Judicial à Infância em Portugal (primeiro com a Lei de 1 de Janeiro de 1911, que criou a primeira Comissão de Protecção de Menores em Portugal e, depois, com a Lei de Protecção à Infância (LPI) de 14 de Junho de 1911), a CPCJ de Coimbra e o ISMT propõem-se debater os problemas actuais, debater os problemas actuais que trazem alguma complexidade acrescida aos Processos de Promoção e Protecção de crianças e jovens em perigo, especificamente os que dizem respeito a crianças filhas de imigrantes.

Human Rights Education in the School Systems of Europe, Central Asia and North America: A Compendium of Good Practice

Designed for primary and secondary schools, teacher training institutions and other learning settings, the new tool, which collects 101 exemplary practices from Central Asia, Europe and North America, is a valuable resource for teachers and education policymakers. It provides resource materials relevant to key elements for successful human rights education, including 1) laws, guidelines and standards; 2) learning environment; 3) teaching and learning tools; 4) professional development for educators, and 5) evaluation.

Participação das crianças na vida em sociedade (entrevista com o Professor Manuel Sarmento)

As experiências que promovem a participação de crianças nas decisões políticas em diferentes espaços de suas vidas – cidades, escola, movimentos sociais – são cada vez frequentes. No entanto, embora o tema tenha ganho importância nos últimos anos, o direito à participação de crianças em processos de elaboração de políticas públicas está longe de ser garantido.
Manuel Sarmento é diretor do Centro de Educação da Universidade do Minho, em Portugal.

Index de Políticas de Integração de Migrantes

O MIPEX ou Migrant Integration Policy Index é um guia de referência e uma ferramenta interactiva para avaliar, comparar e melhorar as políticas de integração e que abrange 31 países . Este importante estudo, liderado pelo British Council e pelo Migrant Policy Group em parceria com 38 think tanks, ONGs, fundações, universidades, institutos de investigação e organismos para a igualdade de direitos nos 31 países envolvidos, será lançado em Bruxelas numa conferência de imprensa internacional, no dia 28 de Fevereiro.

A terceira edição do MIPEX será publicada em livro e estará disponível como ferramenta interactiva num sítio da internet que permitirá aos implementadores de políticas, aos académicos, aos jornalistas e ao público em geral, pesquisar mais aprofundadamente os dados do que anteriormente e produzir relatórios que irão ajudar na análise das migrações e debates sobre os direitos dos imigrantes.

EUROPE: European Commission steps up protection for unaccompanied minors

The European Commission has adopted an Action Plan to improve the protection of unaccompanied minors entering the EU. The plan stipulates common standards for guardianship and legal representation. (...)
The exact number of unaccompanied minors coming into Europe remains unknown. However, data from Eurostat indicate that in 2009, 10,960 unaccompanied minors filed applications for asylum in 22 Member States (excluding Czech Republic, Denmark, France, Poland and Romania), which represents an increase of 13 per cent compared to 2008 when there were 9,695 asylum applications.

Children in immigrant families in eight affluent countries: their family, national and international context

During recent decades most affluent countries have experienced large increases in the number and diversity of immigrants, and accordingly it is anticipated that children in immigrant families will play an increasing role in these societies. However, while their social, economic and civic integration is of critical policy relevance, there is little statistical evidence available on this segment of the population. The study helps to fill the knowledge gap by presenting internationally comparable statistics on children in immigrant families in eight affluent countries – Australia, France, Germany, Italy, Netherlands, Switzerland, the United Kingdom and the United States. The analysis examines family composition, educational background, language, educational and employment status of parents, housing conditions, school and labour market participation and poverty status, among other dimensions, identifying disparities between the situation of these children and that of native-born children. The report calls for policies that facilitate integration and social inclusion of children in immigrant families, focusing particularly on those from low- and middle-income countries who often face greater challenges in assimilation.
